Yes and yes.

Please describe why someone applying to graduate school who is interested in a female-friendly department should choose your department.

Despite the small percentage of women in our program, the female members of the department are active in the physics community. The Boston University Women in Physics organization hosts social and educational events open to the entire department, works towards the acceptance of the graduate student parental leave policy, and supports the goals of the Graduate Women in Science and Engineering Organization at Boston University. The chair of our department is openly supportive of women's issues including the stated goals of the Women in Physics.
